The bracket is split up into different parts. Each super-region(s) comes up and by prefecture draws for a side of the bracket (X/Y). Then they draw into each of the 8 sub-groups, イ・ロ(A), ハ・二 (B), ホ・へ (C), ト・チ (D), with A/B belonging to the X side and C/D belonging to the Y side. For the 3 major areas that go first (Kanto/Tokyo, Kinki & Kyushu) they split up into a group of 4 and the rest. Since Tokyo and Kinki have 7 schools each, whatever the split is for Tokyo 3/4 or 4/3, Kinki's draw will have the reverse.
